Anyway, its true what I m saying, everyone knows that it cant do nothing to the environment such a plant like that one. And Im not talking of politics, not touching the Uru Vs Arg thing or anything, just talking of what people of both sides told me.

If its so clean and friendly to the enviroment, please explain how they are prohibited in Europe, how they were kicked off from there and exported them to third world countries. If it does nothing, why didnt they stay in Europe?

The 4 (four) independent lab reports agree that UPM/Botnia does not pollute, as stated by the International Court of Justice ruling, but that the Argentine town of Gualeguaychú is pollution by letting their sewers flush uncleaned into the river.

Addition: According to CARU (Comisión Administradora del Río Uruguay): "Furthermore the samples from the Argentine coast next to the city of Gualeguaychú show strong contamination."

This issue is politically highly sensitive for Argentina since during the long years of conflict the government encouraged Gualeguaychú to become the hard core resistance to the whole pulp mill project on the Uruguayan coast."

"The Court declares that Uruguay has not breached its substantive obligations for the protection of the environment provided for by the Statute of the River Uruguay by authorizing the construction and commissioning of the Orion (Botnia) mill."

The court
"considers, on the basis of the documents submitted to it by the Parties, that “there is no evidence to support the claim of Argentina that the Orion (Botnia) mill is not BAT-compliant in terms of the discharges of effluent for each tonne of pulp produced” (para. 225). Following a detailed examination of the Parties’ arguments, the Court ultimately finds that “there is no conclusive evidence in the record to show that Uruguay has not acted with the requisite degree of due diligence or that the discharges of effluent from the Orion (Botnia) mill have had deleterious effects or caused harm to living resources or to the quality of the water or the ecological balance of the river since it started its operations in November 2007."

UPM operates production plants in Australia, Austria, Brazil, China, Estonia, Finland, France, Germany, Malaysia, Poland, Russia, Spain, South Africa, United Kingdom, Uruguay and USA.

You are obviously not aware of it, but Austria (1 paper mill), Finland (6 paper mills + 3 pulp factories), France (3 paper mills), Germany (7 paper mills), United Kingdom (2 paper mills) are parts of Europe, as are Estonia, Poland, Russia, and Spain.

I cant remember where, but I read that the EU had strong legislation against these mills, and they were prohibited. I swear I read it like in 2007, a paper which I cant find cause I dont remember. I guess it was wrong. Although exist recent (after 2010) scientifics reports that stand that they do pollute. The problem is that UPM represents more than the 5% of Uruguays GDP, gives jobs to lot of urugayan, etc, so there are a lots of interests.

Anyway, what I ve been told it must be enough, people who live there told me personally that the water was warmer due the paper mill. And uruguayos were all pro-Botnia (now UPM).
 
It must be enough? Scientific study = wrong. Anecdotal dip the toe in the water guesses?...good enough. Good lord. Aside from anything you might want to consider other reasons for rising water temperatures! Perhaps global warming, perhaps the heatwave.

I'd be more worried about the apalling water quality control. No blue flags here....
