Im moving to BA in August and I need a one bedroom apartment for two years.

My budget is 3500 pesos.

To rent an apartment on that budget you'll need a guarantia (title from another property that is put for collateral for the rent contract). I'm assuming you don't have one. That means you'll be paying expat rates in either inflated Pesos or in Dollars. The current exchange rate for Dollars is about 1:12. That means you have less than U$300.

I really don't think you'll find anything for that.

For that amount you're can find something in provincia, e.g. San Martin but you need a guaranter.

For $3500Ar you may try a Villa de la Miseria.
Some located minutes from Puerto Madero, downtown or Recoleta neighborhoods.
Villa 31 may be in your budget.

Very unrealistic unless you're looking to MAYBE rent a room in someone's apartment. Craig's list in BA would give you an idea of what's available in that way.
rents increase here every six months on almost all leases due to inflation. You also legally can't rent an apartment for more than six months without residency (DNI). It seems you may need to rethink your budget or your expectations based on knowledge of the reality of the current market. Good luck.
