Argentina vs. Other SAM Countries

I'm spending the weekend in Lima, a first visit. I'm not sure what I expected, but after reading about all the crime, poverty, etc., I wasn't expecting it to be so much more sophisticated than BA in so many ways.

The food scene of course makes BA's look bad. That I expected. But I've been surprised by the incredible difference in the level of service. Unlike in BA, they want your money and will work for it.

Grocery stores are American/European top store quality. The prepared food counters have well made, healthy choices. The average fish counter is better quality than Harrods. And the stores are filled with reasonably priced imported items. Prices are much lower on everything except wine.

Argentina has badly fallen behind all of the S. Am countries I've visited--Brazil, Chile, Uruguay, Brazil in so many ways. Can it ever catch up?
 
I was in Santiago this weekend and was overwhelmed by how well things were organized, and how efficient everything ran. Made Buenos Aires seem like dogpoo.
