There's a very nice beach town in Rio Negro called Las Grutas. It's about a 14 hour bus ride from Bs As. The water is a little cold, but if you're looking to escape the heat it should be perfect. It's very family orriented and nearby there are nature reserves that you can visit if you get tired of the beach.
My husband's family has a beach house there and we go at least a couple days every year and it's wonderful.
