Best Place to Buy Cheap New Cellphone in BA

I bought the cheapest Nokia at Claro. $230 pesos. Phone comes with SIM and $10 pesos of credit. It's prepay. Very crappy phone, gotta make sure you lock the keys so you don't accidentally call the bomberos, but functiona!
 
There is a place to buy used cell phones at reasonable prices. It is between Cafe Tortoni and Tacuari on Ave de Mayo. I picked up the bottom of the line Nokia 1208 for about $20 USD.
 
Just got to BA and seems I can't just put a new sim in the phone I had - I am a bit of a phone dinosaur generally just want a very basic phone looking for suggestions - I have/had a nokia 100 and it suited me fine.
So what kind? Where to buy? etc. all help appreciated.
