Best US Debit Card (Not credit Card) to use in Buenos Aires?

Does anybody know which is the best US Debit Bank card to use in Buenos Aires. Which is the one with the lowest fees? I know Bank One credit card is good, but I really don't want to get another credit card. Cheers
 
Sorry about the redundancy. So do you know if I can open a Schwap debit account online or from Buenos Aires branch? Thanks
 
Only on line (no Schwab branch in Argentina)and you will need a US address.

You will first open a Charles Schwab brokerage account and then a checking account can be set up with the debit card.

(You never have to buy anything or make any investments.)

Do they refund all ATM charges?

Schwab does (but don't make too many small withdrawals).

There is a limit to how many withdrawals they will reimburse for each month. I forget what the limit is, but I've never bumped up against it.
 
Will I be able to fun my new Schwab account from my Citibank account? Or do i have to have some in the states deposit money for me?

Another vote for Schwab
You can fund from another US based account.
