As everyone else has said, they're screwing with you. There's 3 caves I use and none of them try this on me, and only time they take some off is when it's less than 100 bills, but I don't sell them as I use them for when I travel abroad (I also offer to buy these when I'm going abroad and do some arbitrage: Send USD from abroad ---> WU; take WU pesos ---> Buy Florida Street blue $20s/$50s at a discount)

If you want to be sure that it's not just us saying they're screwing with you, look at the ATMs near Florida Street, many have signs saying (in Spanish) that "Cara Chica" bills are still legal tender in the US.

I’ve only had issues when the bill is slightly torn at the vertical strip embedded in the bill. I make sure not to fold the bills anymore after picking up before traveling back.
