A lower dollar may be bad news for expats but is good for the country, as it makes exports more competitive.

In my opinion it also reflects the uncertainty over the USD on some of the money markets due to the happenings in Washington. The USD seems to have weakened against the Euro in the past few days. (Source: OandA.com)

Take the Greek case, the IMF and the German Banks chose to Extend the terms forever , its always better on the balance sheet to state: Customer given a grace period of x years with no interest, instead of showing hole in the balance sheet; a loss equal to 60 % of the total assets.
The German Banks stocks would have plummeted , so the EU bank came to the rescue..!
