I don't think there are any car rental places in Palermo (I'm assuming you're talking renting a car, not getting a remise for a day?)
The major agencies are all here (Avis, Hertz, etc) and have offices near 9 de Julio. I've rented from Avis a bunch of times and never had any problems. Not cheap though.

Urban Rent a Car is really reasonable, it is way cheaper than the major chains. always negotiate down.

Try Tango Rent a Car. They're on LIbertador out in Nuñez, reasonably easy to get to from Palermo via colectivos 15 and 29. Much better prices than Hertz or Avis and easier to deal with, although still expensive.
