BTW, my husband said that if he would have to do it again, he would bring it in via Uruguay. Less hassle at the customs.

That's a great way to think about it! Between the hassle, the expense, and the fact that a car isn't necessary in BA; I think we've reached our decision not to ship it.

I came across some older posts about a car-sharing program. I've enjoyed using Zipcar in US, but it sounds like there are so many regulatory hurdles to overcome, especially for it to work for the expat and non-permanent resident community. I came across a car sharing website for BA, but it doesn't look like it's fully operational yet. Car sharing could be a great business in BA, for locals and expats, if someone is willing and able to cut through the significant bureaucratic obstacles. http://www.zerocar.com.ar/
