It wasn't to become President? When exactly did he convert? Was it a requirement to be a governor? Why do you put 'convert' in quotes - because it was likely an insincere move, just for political advancement?

He was raised as a Suni Muslim.

....The current constitution continues to "sustain" the Catholic faith and, I believe, pays bishops' salaries.

“Salary” of Argentine bishops. Given that there is enormous ignorance about the origin of this amount (among Catholics and even some bishops), this clarification was offered by Mons. Antonio Baseotto, former bishop of Añatuya and military bishop (emeritus).

In the face of statements and publications about a "salary" that the Argentine State assigns to the bishops, I think some clarifications are necessary. 1) It is not a salary, it is a restitution of the State for the assets of the Catholic Church that were seized in the time of Minister Bernardino Rivadavia in 1823. 2) It is not a salary "for" the bishop, but so that he can maintain the diocese. And I clarify: in 1823, Rivadavia, when the Catholic hierarchy was in a transition stage (due to independence, etc.), it seized the properties and assets of the Catholic Church and undertook on behalf of the State to administer and become charge of the maintenance of that. The "assets" of the Church of that time, and taking into account only those of now in the Capital of Buenos Aires and its surroundings, are valued (the surface of the land) at about 6000 million dollars. This according to a recent study by a real estate agency. When Avellaneda was President the situation was reviewed, with the intention of paying the cost of the seized assets, and made the comment that such a measure would bring a strong shock to the national Treasury....

....I spent 27 years in the diocese of Añatuya (the poorest in the country at that time). The money we received went to the common fund for the maintenance of the bishop, the personnel who work with him, the works (homes for the elderly, children, the disabled, schools, etc.). In the other dioceses the situation is similar and, consequently, the destination of the assignment to the bishop. Each one has its own characteristics, of course. I hope these lines help to clarify the confusion somewhat.

Linked to the Reform of the Constitution. Jose "Pepe" Díaz: "It is difficult to imagine a Muslim ruling a majority of Catholic persons" expressed the rector of the Santuario y Catedral Basilica with respect to the analysis of the constitutional reform. In the lower house there is talk about modifications in reference to the article which refers to Roman Catholicism. The constitution indicates that the government of a province will protect such entity and, as well, to be elected governor and vice-governor it is required to profess said religion....

That's interesting. Compensation for an event in history. Still it seems a matter of semantics. Churches aren't taxed, are they?

Who is Diaz? The constitution required the President and governors (other elected officials as well?) to be Roman Catholics. Didn't the reform of the constitution prohibit this requirement? Anyway, I was trying to clarify when Menem converted. If I understand you, he did it to be governor as that as a requirement for governors and not just Presidents.

That's what I was trying to clarify. He converted because he wanted a political career which was impossible for a Muslim. Did all political positions require that the holder be a Roman Catholic? Your use of quotes then implies that his conversion was purely for political reasons. I believe he was married in a Muslim ceremony.

....Churches aren't taxed, are they?
NO....
23 July 2010
Did you know that ...the Church does not pay Taxes?
Such prominent personalities as Cardinal Jorge Bergoglio (on the left of the photo) or the Archbishop of La Plata, Héctor Aguer, do not pay any type of taxes or pension contributions. (TELAM). How is the party of the catholic faith financed? The different public funds available to the Catholic cult for its operation in the country increased in 2010 to 35,868,353 pesos. But that figure is negligible if the state money that goes to their schools is taken into account. To round up it is an estimated amount of well over 2,500 million pesos annually....

The rest of the article provides in detail how those funds are paid out by category within the hierarchy of the Catholic Church.

....He converted because he wanted a political career which was impossible for a Muslim. Did all political positions require that the holder be a Roman Catholic?
YES....NO...only those political candidates seeking to be elected as president or governors and vice governors.
