I was referring to where I live - Mendoza.

Here the banks open at 07:00/07:30/08:00 and close at 13:00 except two, which close at 13:30 - with the exceptions you mention.

FYI, Santander Rio is paying 3.83 pesos to the dollar. Not worth it for me to travel to the center from Palermo to pick up an extra basis point at most.

Just checked Citibank's rate online - 3.84 today.

Dolarhoy.com quotes the citiwide average today as 3.82, with a best price of 3.835. Of course, Citi isn't on the list of monitored banks and exchange houses.
