Well, for those countries who sign it, it is enforzable. After some time, it might become ius cogens (international custom) and then it is enforzable to those countries who didn t sign it.
It is enforzable at Courts, it is very difficult to go against an international treaty as a judge.
Who enforces it? Well, here it might be interesting. If they describe crimes, the international criminal Court can go after people like this Singer.
Jus Cogens?
Elementary rules that concern the safeguarding of peace and notably those that prohibit recourse to force or the threat of force. Norms of ahumanitarian nature are included, such as prohibitions against Genocide, Slavery, and racial discrimination.
