can anyone tell me if i can pay for all goods at duty free at aeroparque in pesos with the dollar price calculated in pesos at official rate?

Yes . All companies operating in the Free Zone areas at Airports or land borders can offer prices in Dollars but are obliged to accept national currency at current exchange rates
