Does anyone know if this center(Museum) is open to the public yet?.
And if so what are the opening hours,cost ect.

I don't know if the museum is up and running yet but you can arrange visits in English or Spanish, they last about 2 hours. You just need to make the arrangement yourself on this website:

You can also visit the ex centro clandestino de detencion El Olimpo in Velez Sarsfield on Thursdays and Saturdays.
