European Visa/residency Question

Non-Spanish EU citizen, non-EU citizen, resident or not of Spain, performing any fiscal activities (including opening a bank account) in Spain needs NIE. Non-EU citizens seeking eventually residence in Spain will absolutely need NIE. In Barcelona, EU citizens get it at a different office than non-EU citizens (EU citizens wishing to reside in Spain beyond 3 months actually get it at the time when they solicit Certificado de inscripción al Registro Central de Extranjeros, hence a different office), and the supporting paperwork is slightly different for the EU citizens and non-EU citizens. It is even possible to get NIE at the embassy before going to Spain, but, without knowing your personal situation better I can't tell if you would benefit or if it could potentially be an impediment for you to solicit it before getting to Spain.
