I believe nikad is correct. As such, it will be an interesting day.
The point of CFK's final tantrum as president is to piss on Macri's parade. It is rather doubtful she'll do that, as Macri is not getting into this business to make K senators like him; he could care less. He wanted to become president of Argentina, was voted by a majority (albeit slim) of voters to be president of Argentina, and tomorrow will be president of Argentina.
But let's say she pulls it off, and Macri will suffer the humiliation of speaking to a near-empty chamber. That is a blessing, barely in disguise: the photos will be on every national newspaper to show the lengths to which the K machine - and CFK personally will go, the complete disregard for the institutions of the country, to settle political scores. And this they do openly, shamelessly and brazenly, even out of government: who can imagine what went on in the dark halls of power? They have made his job of blaming painful necessary adjustments on them, infinitely easier. And he and his speechwriting team have a full day and a half to take advantage of this gift.
But that's assuming she does pull it off. If, on the other hand she finds herself unable to substantially empty the chamber, because while she has nothing to lose the congress has everything to lose - diputados are up for reelection, and senators answer to governors who might not want to burn bridges on day one - she will have hit the limits of her power rather quickly. It would be a move she regrets, as it would be a signal for the exodus to begin.
Macri can sleep easy, at least as this thingie is concerned. Once he accepted that CFK will not be executing her customary duties, really there's not much anyone can do.
