I've got 160 fotos from the mid 1860s until the 1890s (trying to understand them since many are quite unknown).

In particular, this one is quite odd. You can see hills in the distance, a river nearby, etc.

What were they building? Some kind of construction related to water/a harbour?

I can make more precise scans upon request, any thought is welcome

If you didnt say anything I would have bet it was the Panama channel construction.

It's Argentina (99% sure), there are 2 or 3 pics from Southern Brazil in the album.

The album goes from Gonnet & Panunzi (1860s) until Rimathé (1880/1890s).

Many pics about natives from the North as well (below 2 pics from the 1860s = the one on the right is from Patagonia though)

Its not Buenos Aires, so it cant be something of the (incredibly growing in that time) port. If its not the port, it must be something related to train. The other big infraestructure at the time.
 
Think you have construction of the Panama Canal (Bas Obispo) by the FRENCH no less.
