It's the state that everyone historically say's is "up and coming..." But, they always say that, and before it developes perfectly, the older parts decay back into the ground...and that is the not so great state of Oregon.

In Massachusetts, The DMV takes all major credit cards without charging processing fees. If that's not enough, a person can do just about anything on line, you don't even need to show up in person.

Processing fees are not paid by the credit/debit card users.
It's the merchants, services, etc. that accept payments via credit/debit cards that are subject to those fees.

yeah, most people would presume that because it would be reasonable and make sense...except that's not it. In California the courts accept credit card payments as long as you pay the merchant fee on top of your fine, so Oregon could certainly do the same thing...
