What backwards state is it?
It's the state that everyone historically say's is "up and coming..." But, they always say that, and before it developes perfectly, the older parts decay back into the ground...and that is the not so great state of Oregon.
 
A fiscally frugal state that doesn't want to pay a processing fee for each credit/debit card transaction?
No...they are not thinking in terms of frugality...it's more like they still can't understand how credit cards work...or how to connect such a payment system.

In Massachusetts, The DMV takes all major credit cards without charging processing fees. If that's not enough, a person can do just about anything on line, you don't even need to show up in person.

Yeah, that's where they were up and coming a century ago, and nowadays they have up and come. Yes, I wish Oregon was more normal.

Processing fees are not paid by the credit/debit card users.
It's the merchants, services, etc. that accept payments via credit/debit cards that are subject to those fees.

Perhaps that is the reason which applies in particular to the DMV system in Oregon.

yeah, most people would presume that because it would be reasonable and make sense...except that's not it. In California the courts accept credit card payments as long as you pay the merchant fee on top of your fine, so Oregon could certainly do the same thing...
