How easy to open US$ a/c in the states?

I heard that Uruguay is more relaxed with bank accounts as well.
 
If it is just a USD a/c you need then you do not need to look only at banks in the USA.
As a Brit you will be aware about Isle of Man accounts and Jersey accounts etc... these can be set up in USD also - in fact there are so many options globally unless you have a specific need for an account in the US then I would probably look elsewhere.

But in the US, I know of people non-US opening accounts with Chase - monthly fee is something like $5-15 unless your account is about a certain threshold.
