If you wanna try over the phone, make sure you have your bill handy, this is the number 0800-888-8765 Remember that you should have sent letters to keep subsidies on electricity, gas and water. Hope your Spanish is good, or get a friend to call for you. They will ask for your DNI number
 
I will get a friend to call, they not only speak better Spanish, but have more patience with the local companies than I have. LOL Thanks VERY MUCH for this.
