All the plazos admnistrativos have been restarted as of today. Temporary residencies and precarias are extended till 17 Dec 2020 -- but all admin procedures have officially restarted, including intimaciones.

You do not need a lawyer for administrative appeals in your case because it is a no braner.
You have to explain very simple that you have native familly and you come back for familly re unification and for applying once here for permanent residency.
Administrative appeals before the DNM are called recurso de reconsideracion. You write this on the righ on the top as a tittle.

And here comes all your personal info.
The you explain the facts briefly and mention your baby, familly re unification and sign it.
Do it ASAP because consuls are tuttles and you hace 3 days.
They hace to stamp it with the day, hour, signature and clarification on who signed it.
With that you can come back safetly. You have to add to the appeal xerox or your passport and birth certificate of your child.
Even you can do this by mail, it is better to have a hard copy in hand.
At the same time, apply for permanent residency by Redox.

Forget it. It is over.
first Decree 610/2010 and later DNU 70/2017 banns the abuse of tourist visa allowing the rejection. Check the paper they gave you, see where the X is.

Can I just point out Bajo that all this is now unnecessary. ARG now allows direct family members to fly to ARG per the decree that was published yesterday. So I don't understand why Fiscal needs to "rush" to challenge his denied enter last month? He can just come under the new rules. Even if we all agree Migraciones f-ed up, why go thru all the trouble and go down that path?
Bajo, is technically right that you MIGHT have till tomorrow (Dec 2) to file the recurso de reconsideracion. All admin deadlines were restarted yesterday 30 Nov. I think Bajo is taking a very narrow view on this when it comes on "counting", Migraciones will argue that you had till yesterday and that the +3 days does not apply.
Unless there would be any PERMANENT complications for Fiscal if he does not challenge his denied entry, I would argue in taking no further action and just travel to ARG under the new resolution published yesterday.
