As I understood it, the Argentine constitution guarantees the right for foreign people to emigrate here, so the concept is of an irregular immigrant and not illegal- as I understood it

Immigrating requires reporting yourself to the authorities and sorting out the documents and integrating. It’s not walking across the border and living an undocumented life, using the resources. It doesn’t say anything like that in any nations’ constitution. Where did you read that?

Nobody got any problem with the legal immigrants. Those nationals can keep coming to your door so long they are legally in the country. Do you not understand that?

There really is not a huge "illegal" population of immigrants here. Most people have entitlements to come here via mercosur, so there is little reason for them to be "illegal".

Then back in BA. at the job I got here when I started the residency trámite, before I got the precaria, I wasn’t allowed to be in the office in case migraciones came and checked.

This does happen, shortly after I arrived Migraciones did a sweep of the office building in Palermo (a major Telecoms company, so they certainly don't give any favours), and they wanted to see me, of course

no Brazilians will be deported if they complied with what they have to do. It’s not like EU that you can move within the union but you still have to apply for residency under Mercisur. Also, there are a lot of nations that are not part of the Mercosur. And there are a lot of people from those countries that are illegal here.

Can you direct me to resources on how to attend UBA degree programs without having a DNI or permission to be in country? One popular program that Brazilians attend is the medicine program. So, how can an undocumented, illegal brazilian attend UBAs medicine program? As far as I am aware a DNI is a prerequisite. Which means every attendee is de-facto legal. These individuals have permission to be in country (aka they are legal). I really doubt there is a large problems of undocumented brazilians without permission to be in country are attending UBA.
