Immigrating requires reporting yourself to the authorities and sorting out the documents and integrating. It’s not walking across the border and living an undocumented life, using the resources. It doesn’t say anything like that in any nations’ constitution. Where did you read that?

This does happen, shortly after I arrived Migraciones did a sweep of the office building in Palermo (a major Telecoms company, so they certainly don't give any favours), and they wanted to see me, of course

no Brazilians will be deported if they complied with what they have to do. It’s not like EU that you can move within the union but you still have to apply for residency under Mercisur. Also, there are a lot of nations that are not part of the Mercosur. And there are a lot of people from those countries that are illegal here.

Can you direct me to resources on how to attend UBA degree programs without having a DNI or permission to be in country? One popular program that Brazilians attend is the medicine program. So, how can an undocumented, illegal brazilian attend UBAs medicine program? As far as I am aware a DNI is a prerequisite. Which means every attendee is de-facto legal. These individuals have permission to be in country (aka they are legal). I really doubt there is a large problems of undocumented brazilians without permission to be in country are attending UBA.

Now it's very clear why we keep insisting in calling ourselves ''expats'' , we don't want to be taken for an ''immigrant'', funny enough i looked for the expat office and all i found was the immigration office because that's what we are and will always be.
The question i ask myself is, what is the problem of having your immigration affairs in order? those paper exist for the sole reason that one day you might need to present them to the local authorities.
I believe that all this butt hurting is due to fact that for many years many ''expats'' abused the benefits of a country that had no control over its immigration and kept doing the uruguay runs, which we all know is not illegal but it was never the fundation of that law to be in place.
So, for those ''expats'' that laughed at the advantage they could take in a country that asked very little when it came to immigration processing, you, the '' above the law'' expats, you might wanna get your shit in order because maybe this time, this gov' might make you obey the law.

Argentina is a free country? Perhaps not so much since the requirements fot temporary and permanent residency were adopted...decades before the current President of Argentina was born.

As far as I know, the Argentine Constitution does not require a DNI for citizenship and at least one Argentine lawyer has built a practice of applying for citizenship for "inhabitants" who are already here, regardless of their immigration status.

Perhaps in "this day and age" Argentine migraciones is performing a "necessary function" by screening the foriegners who want to live here and are ready, willing and able to comply with the existing rules and regulations, like I have been since my arrival in 2006.

Even though I strongly support the "Constitutional concept" of foreigners becoming citizens by being in the country for two years and living by an "honest" means, I am not at all opposed to migraciones acting as the primary "screening" agent for foreigners, who want to live here long term and are willing to comply with the existing rules...and are not here to "bleed" the system.
