I`m neither talking Ferrari nor struggling to make ends meet in Buenos Aires extremes.

Cordoba proper is nothing more than one of the provencia suburbs of Bs As. Merlo, Moron, San Miguel, Quilmes. etc
You have to go outside the capital to the mountains and lakes to experience something different.

Varadero, San Sebastian, Mercedes, Giles, Chivilcoy, Lobos, etc
Or go to Rosario,,

A place near the water with a Mediterranean climate, in a Developed nation...! No emerging countries please. A small town not much traffic..

The South of France, St. Paul de Vince, Mallorca, Marbella, Sardinia, Gran Canaria, Spain, or Fuengirola, Spain.

As a Guideline has to be a place where you can produce wine

Please.... no more street blockades , no more Paros Bancarios, no more inflation , no more motochorros, no More Corruption, no more brecha/Divide, no more class hatred, no more subway strikes, better Health Coverage, no more depressive news , no more feeling to be in a sinking ship, no more 30 % rent increases, no more living in fear.

Give me a place where people are tanned and happy, enjoying the weather, the mediterranean holiday resort feeling, the good news, the future prospects for their families, excellent digital communications, centrally located to the developed world. Like an all inclusive resort. Where for € 50 or less can fly low cost around Europe in a couple of hours to attend a festival in Rigga, or to see the Lipizzaner Horses Dressage in Vienna, or Salzburg for the Mozart Festival.

Where good food is the norm at reasonable prices a good Paella , a good Lasagna, or a strogonoff , where customer satisfaction is important.
