That is where you need to start then. I would go with Santander, Galicia or Frances. When you go to open your account, make it clear that you will need to send / receive money from abroad and ask how well the foreign commerce dept is dealing with individual clients.

If you have an account in pesos, go to your bank, talk to the account officer, ask him to open one. It should take 5 minutes.
 
I need to send money back to the usa. I will give US citizen with legit US bank account cash here if they deposit to my BofA account via online ACH transfer for $50 flat fee max 9000. Contact me via private message, only legit people with linked in or FB account and legit funds please.
