Is return ticket required to enter?

It really depends on the Airline. Some airlines will consistently enforce the policy regardless of the departure city. Others might enforce the policy depending on the departure country.
 
I flew one way from Kuala Lumpur last month via Emirates. They denied my boarding, no matter what reason I gave them. Had to buy refundable ticket and cancel later.
 
I landed on a oneway BA flight from London Heathrow six weeks ago. No problems at all.
 
Vivaair insisted when I was flying from CDMX via Medellín to EZE yesterday. I'd already got a Best Onward Ticket thing for $10, as they'd dropped this requirement on my husband two weeks before.

Some airlines seem to really like their trámites.

At EZE, immigration just looked at my passport, and I told them (honestly!) what my plans are and they were perfectly happy. No requirement to see an exit ticket.
