According to this article, there are missing 3 billion tons of wheat that were not exported.

The theories are:
1) productors offer a little bit to make the price rise ( local prices for wheat are double than international prices) and they have 3 billion tons (3 companies own 75% of the market)
2) they sold 3 billion tons (under the table) and there is no more wheat;
3) the farmer 's union says the lack of wheat is responsabilty of the government for bad policies.

The governmet decree to use a law that allow them to confiscate the missing wheat and to sell it at international prices in the local market.

As i said many times, the problem in this country are monopolies and cartels.

According to the official numbers, they're short 3 MILLION tons. Official guesstimates, seriously?

Also the article says 18 companies account for 75% of declared productions, not 3. Your numbers are more twisted than Moreno's.

According to this article the wheat producers say the wheat is here, that is wasn't sold and wasn't exported. The producers say that they have given all of the documentation that Moreno asked for. For it's side, the government says it is confident that the wheat will be accounted for - which means there really isn't any story here.
