Lan Airlines Paying In Cash

We paid the exact same price as quoted for credit cards - no surcharge for paying with cash. Perhaps it's different if you're flying internationally instead of domestically.
 
I bought an international ticket. How could it have been the same price as quoted for credit cards if it's 6 to the dollar with credit cards, versus selling dollars at 9.8 to 1 and buying the ticket in cash?
 
Does anyone have experience buying tickets to Argentina from abroad for a tourist? My friend is coming in February from the U.S. and I would like to buy her roundtrip ticket from Delta or American in cash. Assuming this is possible, do I just need her name and passport number or will they ask for a photocopy of the passport to prove she's a non-resident (no 20% surcharge)? Sorry if this veers from the LAN discussion. Thanks!
