I presume that gold coins are regarded as bullion and therefore when leaving the country you should know the market value of the gold so that you know you are under 10.000?
Anyone know a reference I could look at?

I should add that the person who is trying to leave also brought them into the country with them but has no receipt.

From AFIP Customs Regulations

https://www.afip.gob.ar/genericos/miOrientacion/simuladorSalidaPais/reporte.aspx

Max US$10.000 or its Equivalent in precious metals, cash, Traveller Checks and or other currencies.

If I were trying to smuggle gold coins out of the country I wouldn't post about it on the Internet.

Whatever you do dont leave with them in something like this, it may raise suspicions.
