Oh yeah, it could. They could collect the fee and then refuse entry. USG does it all the time.
 
The so-called "reciprocity fee" (read, "retaliation fee") is not a visa, but it wouldn't be surprising if Argentina undertook such a stupidity. Chile, on the other hand, should soon be eliminating its own "reciprocity" charge: http://tinyurl.com/mq4xcyv

only because US wuld agree to let its citizens in, without a interview! That is the whole idea.
 
I'm Canadian and I paid the fee online, and then printed out the form as instructed. I was asked to show the print-out before boarding in Toronto and again when I arrived in BA. I was recently in Bolivia and they were very strict there as well-- I had to show the proof of payment when I checked-in, when I boarded the plane and when I arrived back in BA.
