New ATM cash withdrawal limit!!

I believe that's only if you have a local account since it says "bank customers". Not sure it would apply for those that don't have local accounts.
 
it says explicitly: "... transferencias electrónicas de fondos en pesos entre clientes de entidades bancarias ... con el sistema llamado home banking.

The subject is transfers, not withdrawals. AFAIK the ATM limit is there to prevent flash-kidnappings where the criminals use the victims credit- or debitcard to withdraw cash.

ATM withdrawals are not Home banking.
