In Santiago, Chile the Venezuelan Embassy is mobbed by lines of applicants creating a serious problem with the businesses and residents on the block. Customers cross the street... Plus fights between Maduristas and Opposition.....

According to the article this is standard procedure in most countries and they're just falling in line with the international standards. Not sure if this is true, but it's what they are saying.

I'm sure, as you say, in practice it will just make everything take longer and become more messy.

Argentina simplifies the residence procedure for Venezuelans

.....This Thursday, before the publication of the regulation, the National Directorate of Migration reported that it will no longer require Venezuelans to have a criminal record certificate issued in their country of origin. "So far, the Venezuelan citizens who began the process registered long delays in obtaining these certificates, which depend on the processing times and exceed the will of the applicant," the DNM said in a statement.

The DNM informed CNN in Spanish that although this proof will not be required in the beginning, the Venezuelans that request residency will have a prudential time to deliver it. Each case will be analyzed individually....

Interesting, so Venezuelans will be given extra time to complete the requisites?

But the 10 year rule will still apply?

At least they're being helped a little!

Sensible and practical.
Requiring papers from people a country with a human rights crisis and expressly unwilling to help its emigrés is a de facto prohibition policy.
Similarly, most Western countries relaxed many rules for Soviet emigrés during the Cold War. Getting out of the Soviet Union was hard enough.

I got the impression the rules were for those trying to immigrate, rather than claiming asylum, which would be regulated by a separate set of rules relating to international treaties?

I'm sure there are some economic migrants (as you say, they wouldn't qualify for asylum), though I suspect there are also large numbers who can claim under accepted grounds, political persecution for example. This will only increase if a quasi-civil war starts.

I also wonder whether not having access to medicine and basic foods would qualify under some asylum provision. Or would this be considered economic migration?

The document you reference states:

"Also, a refugee is any person who has fled his or her country because their lives,
safety or freedom have been threatened by generalized violence, armed conflict,
mass human rights violations or other circumstances that have seriously disturbed
the public order are also considered refugees"
 
Seems the insanity of the world as we know it now we might all fit into one of those categories. Just sayin.
