It's a nightmare. I lived in Canada prior to moving here and had to get my documents all "certified" by the Argie consulate
for a nice fee of $60 +/- (Pesos need not apply, real money only) each. Almost $400 USD and I'm still paying for translations
and certifications of translations here.

Long story short all these things are make work projects. Whenever you need an apostile or certification of something, it's
the paper equivalent of 3 people standing around a procrear/la nacion crece jobsite while one person actually works.
