Opening a Bank Account as a foreigner without residency

I went to AFIP (the tax office) and asked if a Foreigner without residency can open a bank account in Argentina. They said By law a Foreigner can open a savings account (CAJA DE AHORRO) with a CDI and Passport. Not a current account (CUENTA CORRIENTE), just a saving account (CAJA DE AHORRO).

Today I went to Banco de la Nacion who confirmed I could open a savings accout. I also phoned Banco Supervielle on their 'Casa Central' number: (011) 4324 8000 - was transferred several times; they also said I could open a Saving Account.

YOU NEED:

- CDI (Obtain it from an AFIP office: search nearest here: http://www.afip.gob.ar/genericos/datos_de_dependencias/agencias/agencias_main.asp)

- Passport

- Address and Telephone Number (address same as Constancia Policial de Domicilio or Service - see below)

- a Constancia Policial de Domicilio: 'Certificado de Domicilio' (this can be obtained by going to the local police station (http://www.policiafederal.gov.ar/esp/salc/comisarias/comisarias/comisarias.htm), paying a small fee - then the next day they call round to the property to check your are there and leave the certificate. You have to go the Police Comisario for the neighbourhood of the property.
OR

Service in your name - Gas/Electric/ABL (can only be put in your name when you have the Escritura (property title) in your name). Can't be a service like: telephone, internet, TV, cell phone etc.)

- Banco de la Nacion also said you had to deposit at least AR$50.

You will only have luck at National Banks (ie: Banco de la Nacion) and not International banks (ie: HSBC)

The two banks that confirmed to me, they will open an account for a foreigner:

Be persistent with the bank staff, I doubt they know the rules/laws!
