Not in the DOminican Republic in general, I can't speak for the whole country. But here in santo Domingo it's problematic. There are few parks worth mentioning, the roads and streets are shit (I know you complain in BsAs and with right, but it's nothing in comparison) and the traffic is hell - it's the nr 1 country in the world when it comes to deaths in traffic accidents.
