I came across an article about this very topic yesterday. I believe it just applies to those who live in the Provincia de Buenos Aires and not in Capital:
Los extranjeros estarán obligados a votar en la provincia de Buenos Aires
I'm just wondering if I have to register with the Registro de Electores Extranjeros or am I automatically registered since I have a DNI and a registered address in GBA for the last 3+ years. I really would prefer not to go through the hassle of voting but I want to avoid being fined if I have, indeed, been automatically added to the registry.
