It seems that the plan is to force internet service providers to provide filters for their users - not that the government will be blocking websites.
Basically, on the surface it seems this judge has an issue with porn. ;) However you never know how these laws may be abused.
Will I eventually have to write my ISP in order to access Clarin.com? :p
There are already software programs / addons that can provide child safe filters.

Artículo 2o - La Comisión Nacional de Comunicaciones elaborará y mantendrá actualizado el contenido de la lista de sitios de acceso restringido en el que identificará las páginas con contenido pornográfico a través de una estrategia acordada en el marco de la Comisión Argentina de Políticas de Internet.
El referido listado será el que utilicen los filtros a los que hace referencia el artículo 1o de la presente ley para bloquear los sitios de acceso restringido.


And you must opt out in writing!

Artículo 3o - Aquellos usuarios del servicio de acceso a internet que decidan no bloquear los sitios de acceso restringido deberán solicitar expresamente y por escrito al proveedor de acceso a internet que no le sea instalado el filtro.

How many people are actually going to write a letter containing the text: "I'd like to view porn please"?



(on the plus side, this might be a good time to get into the paid proxy business!)



Edit: I wonder would it be cheaper for the ISPs to just cut off anyone who asks for unfiltered access? (given that they'll be very much the minority, and their connection would need - costly - special treatment)

These kind of filters are better defined on a machine level and at the discretion of the subscriber. Why is the government getting involved in legislating this as a law at the ISP level?
This is easily a situation that can run amok and opens the doors to exploitation.

This seems very specific. There's no shortage of pornographic imagery in open-view just walking down the street. The newspaper/magazine kiosks are not controlled at all. Televisions is full of borderline porn... WTF ?!?! Control external access but do nothing about internal access?

Back on topic, if I can't watch porn or use the Pirate Bay to download Game of Thrones (still haven't seen the last season), now I REALLY have no reason to go back to Argentina
