Precaria residency

I have recently moved to buenos aires from US. There is a compansy who wants to hire me and they require the "precaria residency" to be able to begin the process. I went to the imigration and of course they require a pre employment contract in order to begin the residency proccess. Can we say "CATCH 22"?....of course. So anyways has some one been through such situation before or is familiar with this. Would greatly appreciate some comment.
