I suppose it depends on exaclty what you need. If I were you, I'd try an institue that proctors international exams: ICANA is an example.

I was on the faculty for many years at a major U.S. University and now live in Buenos Aires. In the past I have proctored an exam for a U.S. University student here in BA. The student took the exam in the Conference Room in my office. Let me know if I can help.
