Just some inside info, DNIs for extranjeros are now handled solely by migraciones. Prior to 2010, they were handled by the Ministerio del Interior, which is the entity that directs migraciones. It's a huge burocratic state run agency that moves at a snails pace to do anything. That is why they used to take so many months to get. When I applied for my DNI in September 2007, I didn't recieve it until July 2008. And there was no way to find out if it was ready yet except for going to the Registro de las personas and waiting on a long line to ask "is it here yet?" Now DNIs are getting issued in less than 30 days. It's something that has actually improved thanks to the director of migraciones who took over in 2008 Dr. Martin Duval.
