Does anyone have a link available to a page where my student can pay his reciprocity fee online? He's only found a page in Spanish, which doesn't help him.

Most airlines to/from the US now include the ability for a passenger to pay the reciprocity fee online once a booking is ticketed. If your student can enter his/her airline record locator to display their reservation, they may be able to do the transaction therein. I know this payment option is available on American Airlines and Delta Airlines websites. Just an idea to help out.
