I think Tanghetto gets an "F" in geography. It gave me a chuckle.

In general Buenos Aires is clean and I have found in the last few years a concerted effort of Municipial government to improve public amenities.
I live in Palermo Viejo and in general its clean and people have respect for their properties and walkways.
Its a beautiful city with many great areas . I recommend Palermo Belgrano Villa Urquiza Villa Devoto Collegiales Almagro and there are many more.
Recoleta is nice but for a real experience the other areas mentioned above give you a more neighbourly feel.
