Recomandation on Uruguay Bank for cash advance

I am traveling over to Uruguay in the next couple of days and plan to get some dollars back with me.
But rather then withdraw from the ATM , i am thinking to get a Master Card cash advance over a bank.
I used to do it here, before all the restrictions and SUPERVIELLE used to give me, only with my passport, whatever amount in USD cash.
Anyone knows a bank in Montevideo who does the same? Do you know fees perhaps too ?

Can you get to a Casino?? If you can, that might be your best bet for getting dollars.

The method: buy however many chips you want in dollars with your credit card, bet a little if you want or have a drink, and then cash them out, in dollars. I haven't done this myself, but I know Argentines have been doing this to bring dollars in (or even to make money, if you have your money in pesos by buying chips at the official rate and then selling the dollars in Argentina at the blue rate). As long as Uruguay hasn't put in anything to stop this (which I imagine they wouldn't because why do they care as long as you come and spend money in their country?) then it should work.

Chips can be bought ONLY with Dollars cash -no credit cards-.....!
The Casino Roulette and BJ tables open at 8 pm...!!

However you can buy chips with with Argentine pesos..! exchanging at the next window converting first to Uruguayan pesos and then to USD. Resulting in a rate of 7.5 Argentine pesos per 1 USD. ( 21 Uruguay pesos per 1 USD / 2.8 Uruguay peso per 1 peso Argentine )
 
I think BROU in montevideo can give you a cash advance with master card, I'm not sure if it still works, but you can give it a try there.
