Renewing a Visa

Can someone explain to me, which is the cheapest means of renewing a tourist visa?

Some people said the immigration office will charge 300 pesos and others say take a boat to Uruguay for the day...BucaBus, Colonia Express, etc...

If you get a prórroga (extension) at migraciones you will have to leave the country after 90 days and you cannot return until after those 90 days and get another 90 days.

E.g. if you leave 82 days later end return before the end of the 90 days, you will not get another 90 days, only what is left of the prórroga, 8 days - nothing can override the prórroga.
