If you meet residency requirements in each country (and can continue to meet each set of criteria while you undergo the respective assessment processes), you would apply separately to each country, and neither would have any way of knowing you are applying elsewhere simultaneously. I have applied for and been accepted for residency under two categories in Argentina, and at no point was I ever asked whether I had a residency application under assessment in any other country.
