Retirement in Buenos Aires

Hi! I lived in and visited Buenos Aires for many years, and am thinking of going back to Argentina when I retire here in the US. Life in, for example, the 60s, the 70's, and the 80s, was sometimes wonderful, sometimes difficult for an ordinary student or multinational employee, it depended on where and how you lived there. If you lived in Buenos Aires in those days, how would you compare it to now? Please let me know.
 
I go as far back as 2002, today to have the same buying power as in the period 2002-2004 when inflation was low, one would need a dollar to peso rate of 1 to 9...?

The insecurity thou can't be solved with a better exchange rate. I fear daily being robbed, taken to ATM's when I enter the building or having my car stolen at gunpoint and shot in the freeway...!! This danger didn't exist before.....!!

If I would be scared about going to the atm I would just go to Puerto Madero all the time, most ATM's are in clear areas and often have a police officer close
