What is the best way for a family member in Argentina to send money to a relative overseas?

I thought I read in a post on this forum that one could send money at the official rate + 20% but I can't locate the post.

Any details would be much appreciated.
 
Is it Correo Argentina that has service to send money to families at official rate (+fees) .

I have a friend that needs to send money to family in Cuba. Any ideas?
