The Argenper office at Corrientes 3553 is the one I have used on the past . Its normally quite quiet and if you have a car , you can park right outside.

Yes, as of last April you have to present a CUIL/CUIT unless you're a tourist who entered the country less than 90 days ago, in which case you passport is sufficient.
