Sending Money To Columbia

A friend wants to send money to his new "in-law" family in Columbia, he lives both here in Argentina and has a place in Uruguay. Has anyone used xoom or paypal to send money to someone in Columbia? I don't even know if paypal or xoom is available there. He tried Western Union but the commissions where horrible.
